Подскажите куда рыть ? 

поотключал в xml всё. кэш в vqmod - удалял.

переименовывал файл - vq2-admin_model_catalog_product.php

 

ничего не помагает.

 

какие то коскаки...

А Вы проверили? Увелилилось? 
В корень закиньте phpinfo.php 

с согдержимым  

<?php phpinfo(); ?>

И откройте этот файл, после найдите им значение max_input_var

значение не меняется, я и .htaccess и php.ini Добавил

Ну вот, а говорите не срилиило. 
пролиийте внимательно файл .htaccess, скорее всего внизу бугдет это значение, замените его, а то, что добавили - удалите. Сохраните и ещё раз передайте на сервер.

значение max_input_var   - не обнаружено!

Обратитесь в подгдержку хостинга, они помогут с этим

сайт https://elektrokabel.net/ был загружен через защиещённое соединение, но файл https://elektrokabel.net/price/abb_avtomati_rasprodaha.xls был перенаправлен через небезопасное соединение. Этот файл должен обслуживаться по HTTPS. Эи загрузка заблокирована.

Вижу, проблема исправлена, решено правкой S в конфиге?
